International Committee of the Red Cross Assists Hamas in Search for Remains of Israeli Hostages in Gaza

The International Committee of the Red Cross (ICRC) stated that its representatives joined Hamas officials into zones of Gaza still under IDF authority to facilitate the search for the remains of individuals held captive.

Truce Agreements and Hostage Remains Handover

As part of the US-brokered ceasefire, which began on October 10, Hamas is required to hand over the remains of all captives as soon as possible. As a reciprocal measure, the Israeli government has consented to hand over the remains of 15 Palestinians for each Israeli.

Hamas has so far handed back the remains of 15 of those taken hostage but none in the last five days, as some of those bodies are believed to be in areas past the ceasefire boundary designating Gaza’s ceasefire.

Red Cross Role as Impartial Facilitator

“Upon the appeal of the parties, the Red Cross joined a party to the conflict as the group looked for the remains of the deceased individuals beyond the IDF-designated ‘yellow line’,” stated a spokesperson for the organization.

The spokesperson continued: “Those involved to the hostilities determined the modalities of the mission and entrusted the Red Cross to act as a impartial mediator. The ICRC was not involved in the discussions.”

She further clarified: “The ICRC was did not participate in the search for the bodies nor does it engage in the physical recovery of remains.”

International Humanitarian Law and Duties

According to international humanitarian law, it is the responsibility of the parties involved in a hostilities to locate, collect, and recover human remains.

US Demand and Local Recovery Operations

Recently, the American leader delivered a 48-hour demand to the organization. “Hamas is going to have to start returning the remains of the hostages who died, which include American citizens, quickly, or the additional nations involved in this great peace will intervene,” he wrote on his online channel.

As the two-day window neared, the group, joined by the ICRC, joined Egyptian teams, who were granted permission by Israeli authorities to look for remains beyond the boundary marking the withdrawal of troops inside Gaza. An official representative said the Egyptian team would use heavy machinery and trucks in the operation.

Authoritative Verification and Press Coverage

This development was corroborated by an unnamed Israeli official, who told local press that members of the group had been permitted to enter areas of Gaza under Israel Defense Forces (IDF) control to look for the remains of captives, together with Egyptian and ICRC teams.

“To achieve this goal, representatives were permitted to cross the designated boundary,” the official was cited as stating.

Footage released by a regional network appeared to show members of a Hamas unit – belonging to the group’s armed faction responsible for holding hostages – accompanying a humanitarian transport in a coastal area close to Rafah, which lies outside IDF jurisdiction.

Difficulties in Finding Hostage Remains

Efforts to locate for the bodies of individuals taken captive has become one of the most sensitive matters in the ceasefire reached between the parties. Yet, the attempt to locate the bodies has proved difficult from the beginning, given the presence of an approximate 60m tonnes of debris across the territory, where, as per local health authorities, at least ten thousand residents are listed as unaccounted for, trapped under the rubble.

Conflicting Statements on Body Whereabouts

The group has stated it does not know the exact locations of all the bodies, saying it has lost contact with several of its teams that had been detaining the captives and were allegedly killed during Israeli bombardments.

However, an official representative claimed that Hamas was aware of the locations of the remains. “If Hamas made more of an effort, they would be able to retrieve the bodies of our hostages,” the official said.

American Stance and Weapons Surrender Talks

While the American leader has acknowledged that a portion of the bodies are hard to access, he said that “the rest they can hand over now and, for unknown reasons, they are failing to do so.”

“This could be related to the disarming of the group,” he noted.

Washington has said it has obtained assurances from Hamas that the group will disarm, though no specific schedule has been established. They remains reluctant to surrender its weapons without solid guarantees about the future of its fighters.
